This initiative aims to protect individuals and organizations within California from such foreign threats, support victims and targeted communities, and ensure accountability for foreign governments engaging in these practices. Additionally, SB 509 emphasizes coordinating state actions to complement federal laws and regulations related to transnational repression.
By implementing these measures, California seeks to uphold human rights, safeguard democratic institutions, and maintain national security and sovereignty against foreign intimidation tactics.
